He graduated from Paulding High School, where he excelled in sports, in 1935.
He attended Ohio University on a football scholarship and completed his undergraduate work there.
Harv attended law school at Ohio Northern University where he also played football and graduated in 1940.
During both World War II and the Korean War, Harv served in the U.S. Army.
He was a Captain in the U.S. Army Reserve.
Harvey held numerous elected positions in Paulding County including serving as Paulding County Prosecutor, Common Pleas Court Judge (Regular Division), and as Paulding County Probate and Juvenile Court Judge during which time he developed a unique and effective Juvenile Diversion program in conjunction with the 4H organization.
