Mert Ermen Arkan helps domestic and foreign entities on a wide range of international trade related issues, with a particular focus on AD/CVD work.
Mert has experience assisting with trade remedy proceedings before the U.S. Department of Commerce, U.S. International Trade Commission, and the World Trade Organization.
He has also helped clients, based both in the United States and abroad, navigate various domestic and international Customs administrative processes, including tariff classifications.
Robert E. Burke

Following several years in Washington, D.C. and overseas with the foreign service of the United States State Department, Bob began his practice in customs law in New York as a trial attorney with the United States Department of Justice.
There he represented U.S. Customs in litigation before the United States Court of International Trade involving customs classification, valuation, administration and trade laws.
Bob has a strong professional interest in the laws that regulate the business of international trade.
Michael N. Coopersmith

Michael has extensive experience working with the ITAR, EAR, and OFAC, and is experienced with developing, designing, and implementing effective export control compliance programs.
An area of special expertise for Michael is export licensing policy and requirements, specifically in relation to the semiconductor industry.
Before joining Barnes, Richardson & Colburn Michael worked in the Legal Department of a Fortune 500 electronics company, where he specialized in issues of export and import legal compliance.
Chaney A. Finn

Chaney is an experienced primary point of contact for international trade compliance for U.S. import, export, and foreign trade control laws.
Chaney manages Customs inquiries, protests, HTS classifications, and internal trade compliance controls audits for clients.
Prior to joining Barnes, Richardson, & Colburn, Chaney managed the international freight and implemented standard import/export procedures for a steel and aluminum building materials manufacturer.
Chaney oversaw the corporate compliance for NAFTA/USMCA FTA training and reported out on Section 301 and 232 tariff impacts across company segments.
Alan Goggins

Mr. Goggins is a partner in the New York office of Barnes, Richardson & Colburn.
His practice includes litigation before the United States Court of International Trade and the United States Court of Appeals for the Federal Circuit.
He has also represented clients before various federal agencies such as U.S. Customs, the Department of Commerce, and the Patent and Trademark Office.
Mr. Goggins received a B.S. in Accounting from the State University of New York at Albany, summa cum laude, and J.D. and M.B.A. degrees, with honors, from the University of Maryland.
