Horton, Knox, Carter & Foote, LLP has been practicing law in the Imperial Valley and throughout the Southwest for more than three-quarters of a century.
The El Centro based firm was founded by Harry W. Horton, one of California's preeminent water lawyers.
Horton's legal background formed the foundation for a firm where, for more than 75 years, many of its greatest achievements have taken place in the field of water rights litigation.
The tradition of excellence, particularly in water law and litigation, was carried forward by the late Reginald L. Knox, Jr., who retired from the firm after a distinguished 50-year career and by the late James H. Carter, whose outstanding career in shaping water legislation was recognized throughout the Southwest.
